Street Light Pole HSN Code and GST Rate: a plain guide for buyers
When you ask for a street light pole quote, three tax questions come up quickly: which HSN code applies, which GST rate is charged, and how the tax is split on the invoice. This guide explains each in plain words, shows what the official GST Council sources say, and gives you a GST calculator and an invoice checklist. It also tells you honestly which points you must confirm with your tax adviser.
By Surya Traders, Govindpura Industrial Area, Bhopal. Sources last checked 16 October 2026. This is general information, not tax advice: the HSN code and GST rate on your invoice must follow the law in force on the date of supply.
What an HSN code is and why it is on your quote
HSN stands for Harmonised System of Nomenclature. It is a numbering system that gives every kind of goods a code, so that customs offices, tax offices and businesses in different countries describe the same product in the same way. The Harmonized System uses a 6-digit code, and countries usually add more digits for their own tariffs. India’s GST invoices use these codes to show what was sold and to apply the right tax.
Each pair of digits narrows the description. The first two digits give the chapter, the first four give the heading, six digits give the sub-heading, and eight digits give the tariff item. Two products that look alike can fall under different codes, which is why a pole and the light fitted on it are often billed on separate lines.
HSN codes used for poles and lighting items
A street lighting job usually involves several items, and each can carry its own code. Table 1 lists the common ones. The codes below are the headings generally used for these goods. The final eight-digit item, and the rate that goes with it, must be confirmed by the supplier’s tax adviser.
| Item | HSN heading usually considered | Plain meaning | Note |
|---|---|---|---|
| Steel pole (MS or GI shaft, tubular or octagonal) | 7308 | Structures and parts of structures, such as towers, lattice masts, pillars and columns | Most tax guides place steel poles and masts here. Confirm for your pole type. |
| LED street light fitting (luminaire) | 9405 | Lamps and lighting fittings | The pole and the fitting are different goods and may carry different codes. |
| Solar lantern or solar lamp | Renewable energy devices entry (chapters 84, 85 or 94) | Solar lanterns and lamps are named in the GST Council rate changes | Check how a complete solar street light is classified before quoting a rate. |
| Steel tube bought to make a pole | Chapter 73 tube headings | Raw material for the manufacturer | This is the maker’s input, not what you are billed for. |
| Installation, erection or civil work | SAC, not HSN | Services use a Services Accounting Code | Services have their own rates. Ask for them separately. |
Our street light pole range covers the shafts themselves, and our 410 SP tubular pole guide explains the common tubular sizes. Neither page replaces a tax opinion, but both help you describe the pole correctly, which is the first step to getting the right code.
GST rates after 22 September 2025
India’s GST structure was simplified from 22 September 2025. The GST Council’s own press note describes a two-rate system, a standard rate of 18% and a merit rate of 5%, with a special 40% rate for a few sin and luxury goods. Earlier slabs such as 12% and 28% were folded into these. The note is the main official source for this change, and you can read it in the GST Council press release on the 56th meeting. The Government’s FAQs on the 56th Council decisions explain how the 40% rate and the input tax credit rules work.
| Rate | What it covers | Relevance to poles | How sure are we |
|---|---|---|---|
| 5% (merit rate) | Common-use goods. The Council lists solar lanterns and lamps, and hurricane lanterns, among the goods moved to 5%. | Applies to solar lanterns and lamps. Not shown for steel poles. | Stated in the Council note and the rate notification. |
| 18% (standard rate) | Most other goods and services. | Tax-information sites list 7308 steel structures at 18%, and LED lighting fittings under 9405 at 18%. | Reported by third-party sites. We did not find a notification line that names street light poles, so confirm. |
| 40% (special rate) | Sin goods and a few luxury goods. | Does not apply to lighting poles. | Stated in the Council FAQs. |
In short: after 22 September 2025, a steel street light pole is generally treated at the 18% standard rate by the tax guides we checked, but this is not a figure you should copy from a blog, including ours. The law applies the rate in force on the date you are supplied the goods, so ask your supplier to print the HSN code and the rate on your quote, and keep a copy of the notification they rely on.
How to choose the right code for what you are buying
The code depends on what the goods are, not on what the project is called. Before you compare quotes, write down exactly what each quote includes. Table 3 shows how the same project can be billed in different ways.
| Order type | What the invoice usually shows | What to ask |
|---|---|---|
| Pole only | One line for the pole, with the pole code and rate. | The HSN code, the rate, and whether the base plate and anchor bolts are included. |
| Pole with bracket and fitting | Separate lines for the pole and the lighting fitting. | A code and rate for each line, not one blended rate. |
| Complete solar street light | One line for the set, or lines for each part. | How the set is classified and which rate is used. |
| Supply with installation | Goods lines plus a service line. | The service code, the service rate, and whether labour is quoted separately. |
Planning the tax side early also helps with the money side. Our street light pole price guide shows what goes into a quote, from steel and finish to freight and GST, and includes a blank comparison table you can fill in with each supplier’s figures. Material also affects what you are buying, so our MS vs GI light pole comparison is worth a read before you finalise the quote.
CGST and SGST or IGST: how the tax is split
GST is charged in one of two ways. If the supplier and the place of supply are in the same state, the tax is split equally between the Centre and the State as CGST and SGST. If they are in different states, the full tax is charged as IGST. The total tax is the same either way. Only the heads on the invoice change. The Goods and Services Tax article gives the background to this dual structure.
Which one applies depends on the place of supply, not on where the buyer’s head office is. For a job site in Madhya Pradesh supplied by a Bhopal manufacturer, the tax is normally split as CGST and SGST, while a job site in another state normally attracts IGST. Your tax adviser should confirm the place of supply for your contract.
GST calculator: see the tax on a quote
Use this tool to turn a taxable value into a total with GST. It does not know your rate, so choose the one printed on your quote. The figures below are only arithmetic. They are not a price list and not a tax opinion.
| Line | Amount in rupees |
|---|---|
| Taxable value | – |
| CGST | – |
| SGST | – |
| IGST | – |
| Total GST | – |
| Invoice total | – |
For example, a taxable value of 1,00,000 rupees at 18% carries 18,000 rupees of GST and gives an invoice total of 1,18,000 rupees. The pole price itself depends on height, weight, finish and quantity, which our pole height and spacing guide helps you decide before you ask for quotes.
Reading the invoice and input tax credit
A correct GST invoice for poles should let your accounts team check every figure. Use the list below when a quote or invoice arrives.
- Supplier name, address and GSTIN, and your own GSTIN if you are registered.
- A clear description of each item, such as pole, bracket and fitting, on separate lines.
- The HSN code for every goods line, and the SAC for any service line.
- Quantity, unit price and taxable value for each line.
- The GST rate and the amount of CGST and SGST, or IGST, for each line.
- Freight, packing and loading shown separately, with the tax treatment stated.
- The invoice date, because the rate in force on the date of supply is the one that applies.
Input tax credit, or ITC, is the tax a registered business has already paid on its purchases, which it can usually set off against the GST it collects. It works like the credit system in a value-added tax. Whether you can claim ITC on poles depends on how you use them. Poles bought for a business that makes taxable supplies are treated differently from poles used to build a property for your own use, where claims can be blocked under the Act. Because the rules are specific, ask your chartered accountant before you rely on the credit in your pricing.
How to confirm the HSN code and rate before you order
Because we could not find an official line that names street light poles, the most reliable way to settle the code and rate is to confirm it yourself. This takes three steps and costs nothing.
| Step | What to do | What you get |
|---|---|---|
| 1 Ask the supplier | Request the HSN code and GST rate on the written quote, line by line. | A code and rate you can check, in writing. |
| 2 Read the notification | Ask which GST rate notification the rate comes from, and look up that entry on the official CBIC GST rate pages. | The legal basis for the rate. |
| 3 Check with your adviser | Share the quote with your chartered accountant or GST consultant. | Confirmation of the code, the rate and your ITC position. |
Common mistakes to avoid
- Copying a rate from an old website that was written before 22 September 2025.
- Comparing two quotes where one includes GST and the other does not.
- Accepting a single blended rate for a pole and a lighting fitting.
- Forgetting that freight and installation can carry tax of their own.
- Choosing a lower quote that leaves out the base plate, anchor bolts or finish. Our foundation drawing guide shows what is needed below the pole.
When you send us a requirement, include the pole height, arm type, quantity, finish and site location, and ask for the HSN code and GST rate to be shown as separate lines on the quote. Our team in Bhopal replies in writing, and your adviser can then check the quote against the current notification.
Frequently asked questions
What is the HSN code for a street light pole?
Steel street light poles and masts are generally placed under heading 7308, which covers structures and parts of structures. LED lighting fittings are generally placed under heading 9405. The exact eight-digit item depends on the product, so ask your supplier and your adviser to confirm it.
What is the GST rate on a street light pole?
Since 22 September 2025, India has two main GST rates, 5% and 18%, with 40% for a few sin and luxury goods. Tax-information sites list steel structures under 7308 at 18%. We did not find an official entry that names street light poles, so confirm the rate on your quote against the notification in force.
Is GST on solar street lights different?
The GST Council note lists solar lanterns and lamps among the goods moved to 5% from 22 September 2025. A complete solar street light may be classified differently, so ask how the set is classified before you compare prices.
Should the pole and the light fitting have the same HSN code?
Not necessarily. A pole is a steel structure and a lighting fitting is a lamp or luminaire, so they are usually billed on separate lines with their own codes. Ask for each line to show its own code and rate.
When is CGST and SGST charged, and when is IGST charged?
CGST and SGST are charged when the supplier and the place of supply are in the same state, and the rate is split equally between them. IGST is charged when they are in different states. The total tax is the same under either route.
Can I claim input tax credit on street light poles?
A registered business can usually claim credit on goods used to make taxable supplies, but there are exceptions, for example where goods are used to build property for your own use. Your chartered accountant should confirm your position before you rely on the credit.
Is the HSN code compulsory on a GST invoice?
Invoices for goods carry an HSN code, and the number of digits you must show depends on your turnover under the rules in force. Check the current rule with your adviser. It is good practice to ask for the code on every quote.
Does Surya Traders list the HSN code and GST on its quotes?
When you send your requirement, ask for the HSN code and GST rate to be shown as separate lines. Our team in Bhopal replies in writing, and your adviser can verify the figures against the current notification.
